CPSLE is guided by a national Board of Advisors comprised of active law enforcement officers, investigators, and prosecutors who bring firsthand experience from inside the criminal justice system.

Because of the nature of their work and the positions they hold, CPSLE does not publicly identify the members of its Board of Advisors.

Their experience, however, is at the center of everything we do.

Executive Leadership
Ryan Flood

Executive Director

Ryan Flood

Ryan Flood serves as Executive Director of the Coalition for Public Safety & Law Enforcement and is President of The Bowline Group, a boutique strategic consulting firm focused exclusively on the law enforcement and public safety ecosystem.

Through his work, Flood advises law enforcement organizations, national organizations, corporations, nonprofit and advocacy organizations, outside spending groups, and political leaders on matters involving government affairs, public policy, communications, and strategy.

Before founding The Bowline Group, Flood served as Vice President of Government Affairs for a large national trade association. His career has also included senior positions in state legislatures in both Virginia and New Jersey, where he worked at the intersection of public policy, politics, and government.

Flood has advised senior political and organizational leaders in the United States and internationally and is a veteran of the United States Coast Guard.

At CPSLE, Flood oversees the organization's national strategy and operations, bringing together law enforcement, prosecutors, policymakers, and private-sector leaders to take on major issues shaping the future of public safety, from emerging technology to prosecutorial accountability.

Political Director

Donald Rickard

Donald Rickard serves as Political Director of the Coalition for Public Safety & Law Enforcement and is Founder and President of Goal Line Strategies, a Republican consulting firm specializing in general consulting and political strategy.

Rickard is a veteran political strategist with extensive experience managing campaigns, independent expenditures, and political operations at the federal, state, and international levels.

During the 2022 and 2024 election cycles, Rickard served as a Regional Political Director at the National Republican Congressional Committee, overseeing political operations across 19 states and helping Republicans flip congressional seats in Colorado, Iowa, and Michigan. He previously served as Deputy Political Director for the Republican State Leadership Committee, where he oversaw independent expenditure operations and spending across 31 states.

Earlier in his career, Rickard managed Congresswoman Beth Van Duyne's successful first campaign for Congress and served as Ted Cruz's Iowa Caucus Director during Cruz's 2016 victory. He has managed and advised campaigns across the country and internationally, including work in The Bahamas.

At CPSLE, Rickard oversees the organization's national political strategy, bringing extensive campaign and independent-expenditure experience to efforts that hold public officials accountable, shape the public debate, and advance CPSLE's public-safety mission across the country.
